KKDIK is the Turkish Regulation on Chemicals Registration, Evaluation, Auhtorisation and Restriction.
Like EU REACH regulation, the KKDIK regulation requires companies to pre-register and register all substances manufactured or imported in Turkey, either on their own or in mixtures or in articles, with volume equal to or above 1t/y before a given deadline.
Different from the EU REACH regulation, KKDIK does not set out separate pre-registration and registration deadlines depending on the classification of the substance or the annual tonnage band.
For notification and registration purposes it is necessary to have an exclusive representative (OR), pursuant to Article 9 of KKDIK, for companies that do not have a legal entity in Turkey.
KKDIK: Pre-Registration and Registration Obligations
KKDIK regulation requires all registrants (manufacturers, importers, formulators, Only Representatives) who manufacturer or import chemicals in Turkey in quantities equal to or above 1t/y register these substances at the Turkish Ministry for environment and urbanization (MoEU) before a certain deadline.
The deadlines to be met are:· Pre-registration deadline: 31 Dec 2020 · Registration deadline: 31 Dec 2023
KKDIK: OBLIGATIONS RELATED TO ARTICLES
Manufacturers and importers are required to notify to the MoEU the substances listed on the Candidate list (same than in EU REACH) which are present in their articles if both following conditions are met:
- The substance is present in their relevant articles above a concentration of 0.1% weight by weight
- The substance is present in these relevant articles in quantities totalling over one tone per year.
Manufacturers and importers are required to notify and register the substances intended to be released from their articles in quantities equal to or above 1t/y.
SEA: CLASSIFICATION AND NOTIFICATION OBLIGATIONS
We remind you that the obligation to notify is already in force within 30 days of the first import according to a regulation similar to the CLP (SEA). All substances classified as such or mixed in such quantities to classify the mixture must be notified.
