On February 18, 2020, Regulation 2020/217 was published, constituting the 14th ATP (Adaptation to Technical Progress) to the CLP Regulation. The main purpose of this Regulation is to amend or introduce new entries in Annex VI of the CLP Regulation.
14th ATP CLP: WHICH SUBSTANCES ARE INVOLVED
Some of the substances affected include:
- Cobalt (CAS 7440-48-4 EC 231-158-0): the substance undergoes a revised harmonised classification, with the addition of classifications as reprotoxic (Repr. 1B H360F), carcinogenic (Carc. 1B H350), and suspected mutagenic (Muta. 2 – H341). It is especially important to highlight that the carcinogenic classification also qualifies the substance as a carcinogenic agent under Italian Legislative Decree 81/08.
- Ethylene oxide (CAS 75-21-8 EC 200-849-9): among other changes, the substance now includes classifications as reprotoxic (Repr. 1B H360Fd) and skin corrosive (Skin Corr. 1B H314).
- Metaldehyde (CAS 108-62-3 EC 203-600-2): now classified as suspected reprotoxic (Repr. 2 H361).
- Titanium dioxide (CAS 13463-67-7 EC 236-675-5): added to Annex VI of the CLP Regulation with a harmonised classification as suspected carcinogen (Carc. 2 H351) by inhalation.
WHEN IT APPLIES
The new harmonised classifications will apply starting from October 1, 2021, although companies may choose to comply earlier on a voluntary basis.

It is advisable to check whether the substances listed in the 14th ATP are present in your products, in order to determine the need to update Safety Data Sheets and product labels accordingly.
