Regulation (EU) 2025/877, published on 13 May 2025 in the Official Journal of the European Union, amends Regulation (EC) No 1223/2009 on cosmetic products by introducing new restrictions concerning substances classified as carcinogenic, mutagenic or toxic for reproduction (CMR).

Starting from 1 September 2025, in line with Delegated Regulation (EU) 2024/197, several substances will be banned and added to Annex II, while trimethylbenzoyl diphenylphosphine oxide will be removed from Annex III and included among the prohibited substances due to its CMR 1B classification.

The text also updates certain chemical names and CAS numbers to improve regulatory consistency. The aim is to enhance health protection and ensure uniform application of the rules across the EU.
