EU updates regulation on detergents and surfactants

On June 10, the Council and the European Parliament reached a provisional agreement on the revision of Regulation (EC) No 648/2004 concerning detergents and surfactants.

The new rules, which still require formal adoption and publication in the Official Journal, aim to simplify market access for these products while reflecting innovation (such as microbial-based cleaners and refillable formats) and evolving consumer habits.

The agreement also strengthens the safety of imported products by requiring non-EU manufacturers to appoint an authorised representative.

It introduces measures to improve biodegradability, enhances label transparency including digital formats, ensures that information is accessible to medical personnel and authorities, and bans animal testing.
