Under the Biocidal Products Regulation (BPR), if an active substance meets any of the substitution criteria listed in Article 10(1), the evaluating competent authority may identify it as a Candidate for Substitution (CfS). In such cases, ECHA launches a public consultation to gather information on potential alternatives (Article 10(3) BPR).
ECHA has recently opened consultations on the following substances:
- Silver nitrate (CAS 7761-88-8 / EC 231-853-9), PT 1, 4, 5, 9.
- Formaldehyde released from the reaction products of paraformaldehyde and benzyl alcohol ((benzyloxy)methanol), PT 6.
Both substances are identified as CfS and also meet exclusion criteria, meaning they may only be approved via derogation. Have your say until 23 and 26 January 2026, respectively.
ECHA has also opened a consultation on imidacloprid (CAS 138261-41-3 / EC 428-040-8), PT 18, which is considered potentially replaceable with safer alternatives. Have your say until 9 February 2026.
