On 18 November 2025, the European Chemicals Agency (ECHA) recommended the inclusion of four substances in the Authorisation List (Annex XIV of the REACH Regulation):
- Barium diboron tetraoxide;
- S-(tricyclo[5.2.1.0 2,6]deca-3-en-8(or 9)-yl) O-(isopropyl or isobutyl or 2-ethylhexyl) O-(isopropyl or isobutyl or 2-ethylhexyl) phosphorodithioate;
- Diphenyl(2,4,6-trimethylbenzoyl)phosphine oxide (TPO); and
- Melamine.
These substances were selected from the Candidate List of Substances of Very High Concern (SVHCs).
The European Commission will now assess ECHA’s recommendation and decide whether to include these substances in Annex XIV, as well as determine any conditions, exemptions, or review periods applicable to each substance.
Once a substance is added to the Authorisation List, it may no longer be used or placed on the EU market after its sunset date unless an Authorisation has been granted for a specific use.
