The European Commission, with the publication of Delegated Regulation (EU) 2024/1398 in the Official Journal of the European Union L series of 22 May 2024, has extended the duration of the review programme for the examination of existing active ingredients used in biocides, foreseen by Regulation (EU) no. 528/2012, that had to be concluded by 31 December 2024.
However, there were significant delays in completing the work programme. The main reasons for this situation are:
- the lack of resources allocated in the Member States,
- delays in the submission of additional information by applicants,
- complex technical issues on specific files that need to be resolved,
- the evolution of technical orientations, and
- the new scientific criteria for the determination of endocrine-disrupting properties introduced by Commission Delegated Regulation (EU) 2017/2100 which determined the need for further data and evaluations.
It was therefore necessary to extend the duration of the programme, which must be concluded by 31 December 2030, and to amend Regulation (EU) no. 528/2012 with the Delegated Regulation (EU) 2024/1398, which is in force from 11 June 2024.
