The European Commission has introduced a delegated regulation amending the CLP regulation, establishing new hazard classes and criteria for the classification, labelling and packaging of chemical substances and mixtures. These new regulations apply to all substances and mixtures placed on the EU market under REACH, including active substances in biocides and plant protection products.
The new hazard classes, effective from 20 April 2023, include ED HH (endocrine disruption to human health), ED ENV (endocrine disruption to the environment), PBT (persistent, bioaccumulative and toxic), vPvB (very persistent and very bioaccumulative), PMT (persistent, mobile and toxic) and vPvM (very persistent and very mobile). These regulations are binding for manufacturers, importers, downstream users and distributors. Companies must comply with the new regulations for new substances by 1 May 2025, while existing substances must comply by 1 November 2026. New mixtures must comply by 1 May 2026 and existing ones by 1 May 2028.
