The European Commission is proposing amendments to restrictions 28, 29, and 30 of Annex XVII of the REACH regulation to include new CMR substances (carcinogenic, mutagenic, or toxic for reproduction), limiting their use and requiring the label “Restricted to professional users.” A derogation for cumene in fuels for small airplanes is also planned. The new rules will take effect on September 1, 2025.

Additionally, a restriction on PFAS substances in firefighting foams has been proposed, with specific transition periods for industry and services. Adoption is expected in the second quarter of 2025.
