“Stop the clock”: EU postpones application of new chemical labelling rules to 2028

Following our earlier update on this topic – available here – we would like to highlight that the European Parliament has voted to delay the application of key provisions in the revised EU Regulation on the classification, labelling and packaging of chemicals (CLP).

With a solid majority, MEPs endorsed the Commission’s proposal to “stop the clock” and extend most application dates to 1 January 2028.
The text of the proposal is available here:
Proposal – 2025/0526 (COD).
The postponement affects:

  • relabelling deadlines
  • mandatory formatting requirements
  • rules on advertising and distance sales
  • fuel pump labelling obligations
