COMMISSION REGULATION (EU) 2026/1123 introduces new labelling elements which shall be provided in a physical form (‘physical label’) and in digital form (‘digital label’). There are also additional standard phrases for safe disposal of plant protection products, on hazard communication and application criteria, on plant protection products based on microorganisms or on risk mitigation measures and related application criteria.
This Regulation shall enter into force on 16 June 2026 and shall apply from 1 January 2028.
Regulation (EU) No 547/2011 shall continue to apply to the labels of plant protection products for which the authorisation or the last renewal of the authorisation under Regulation (EC) No 1107/2009 has been granted on the basis of an application submitted before 1 January 2028.
Where the label of a plant protection product concerned has to be amended after 1 January 2028, the amended label of that plant protection product shall contain a digital label. The label of plant protection products may already comply with some or all of the requirements of this Regulation. In this case, the updated label shall contain at least one digital label.
By 1 January 2030, all labels of plant protection products shall contain a digital label.
