Updated CLP: new hazard classes and new rules for mixtures from 1 May 2026

COMMISSION DELEGATED REGULATION (EU) 2023/707 amends the CLP Regulation introducing the following new hazard classes, updating the criteria for the classification, labelling and packaging of mixtures:

  • ED HH 1 (Endocrine Disruptor for Human Health Category 1)
  • ED HH 2 (Endocrine Disruptor for Human Health Category 2)
  • ED ENV 1 (Endocrine Disruptor for the Environment Category 1)
  • ED ENV 2 (Endocrine Disruptor for the Environment Category 2)
  • PBT (Persistent, Bioaccumulative, and Toxic) and vPvB (Very Persistent and Very Bioaccumulative)
  • PMT (Persistent, Mobile and Toxic) and vPvM (Very Persistent and Very Mobile)

For mixtures, the classification and labelling obligation applies from 1 May 2026, in the following cases:

  1. New mixtures, put on the market for the first time from 1 May 2026.
  2. New quantities, i.e. mixtures already on the market before May 1, 2026, but produced after this date.

On the website of the Ministry of Health, the applications to be submitted are available depending on whether the change of classification is to be considered pejorative or better.
